Immigration to Québec!

There are a lot of great advantages to studying in Québec:  a distinct cultural identity that offers international students a unique experience, it gives you the option to study in English, French, or both, and graduate  with an internationally respected diploma from  fantastic universities, dozens of colleges (CÉGEP), and hundreds of other great schools that Québec has to offer. More importantly Québec offers one of the fastest immigration program for Québec graduates or future graduates, it doesnt require you to have a job offer or experience and you can apply for it while you are studying!  It is no wonder that many former international students prefer to stay in Québec after their studies.

In order to immigrate to Québec through education you must follow a simple two-stage process:
1) Apply for a Certificat de sélection du Québec (CSQ – Québec selection certificate)  under the Programme de l’expérience québécoise (PEQ – Québec experience program).
2) Apply to the government of Canada for permanent residence

1) Applying for a Certificate de sélection du Québec (CSQ – Québec selection certificate) under the Programme de l’expérience québécoise (PEQ – Québec experience program) is the first step to take towards obtaining permanent resident status in Québec.

Programme de l’expérience québécoise (PEQ –Québec experience program) allows Québec graduates or future graduates who meet certain conditions to obtain a Certificat de sélection du Québec with a view to gaining permanent residence.

To be eligible for this program, as a  Québec graduate or future graduate you need to satisfy the following conditions:

  • have the intention of settling in Québec to hold a job;
  • have lived temporarily in Québec with the primary goal of studying and have respected the conditions of your stay;
  • have lived in Québec for at least half of the duration of your study program;
  • hold an eligible Québec diploma (see below) or expect to complete your study program within six months of the date of submission of your application;
  • demonstrate advanced intermediate knowledge of oral French;
  • undertake to provide for your needs and, where applicable, those of your spouse or de facto spouse and dependent children included in your application for a Certificat de sélection du Québec, for a minimum period of 3 months;
  • be at least 18 years old and hold a valid passport and, if you are submitting your application from Québec, be legally residing in Québec at the time of submission of your application.

* Note that you have to prove your mastery of advanced intermediate oral French – it is a mandatory condition for obtaining a CSQ through the PEQ. However, do not worry If youve never spoken or studied French in your life, because in most cases you can take French courses directly at education institution that you are studying in!

Québec diplomas eligible under the PEQ are:
  • a bachelor’s degree (university undergraduate);
  • a master’s degree (and an MBA);
  • a doctorate;
  • a Diplôme d’études collégiales techniques (DEC – diploma of college studies, technical training);
  • a Diplôme d’études professionnelles (DEP – diploma of vocational studies) attesting to 1800 hours of study or more;
  • a Diplôme d’études professionnelles (DEP – diploma of vocational studies) followed by an attestation de spécialisation professionnelle (ASP – attestation of vocational specialization) attesting to a minimum of 1800 hours of continuing education and leading to a particular trade.

Under the PEQ you can obtain the CSQ.  Certificat de sélection du Québec (CSQ) is a document issued by the Ministère de l’immigration, de la diversité et de l’inclusion (Ministry of Immigration, Diversity, and Inclusion, or MIDI) declaring that the holder has been selected to settle in Quebec.

2) Apply to the government of Canada for permanent residence
After the province of Quebec approves you, you can apply to IRCC for permanent residence and if your application gets approved – voilà you are a permanent resident of Canada!
